Supervisory Intelligence Operations Specialist

This Supervisory Intelligence Operations Specialist position is located in the Vetting Analysis Division/Encounter Analysis Branch, Intelligence and Analysis (I & A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Section Chief within the Encounter Analysis Branch (EAB). You will be responsible for directing the work of analysts whose primary function involves analyzing encounter data within TSA's vetted data holdings to identify unknown threats to transportation, as well as trends, links, and patterns of known or suspected terrorists. Typical assignments include:
Guiding staff through the navigation of the analytic process and training analysts to operate at the highest analytic levels. Exercising management of the TSA watch listing program to include coordination with the greater DHS and US government and watch listing enterprise. Exercising direct responsibility for completing tasking as part of the management of complex projects, established products, or requests for information. Establishing management controls over program activities, providing a means for evaluating program accomplishments, and correcting program deficiencies. Assessing the impact of technical system changes within the encounter management architecture and proposing changes/initiatives that support the mission of the section. Representing the section as a technical point of contact on projects, programs, and other work activities of industry, and other government agencies as required to meet program objectives. Briefing DHS/TSA and other senior leadership personnel from the intelligence community, and sharing the information with external customers within the intelligence and law enforcement communities. Providing advice, guidance, and assistance to the Branch Manager and key management officials. Conducting liaison visits throughout the community on TSA vetted population data to evaluate the effectiveness of encounter reporting activities, ensuring the awareness of product availability. Supervisory duties include:
assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning, and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and coordinating with customers outside the immediate organization. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or the GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes Applying intelligence concepts, methodologies, and processes to compile, analyze, and evaluate open-source and classified intelligence; AND Applying intelligence and analytical processes to perform and oversee analyses of known or suspected terrorist encounter activities and associations posing threats to the U.S. transportation sector. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.NOTE:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
