Correctional Program Officer (Discipline Hearing Administrator)

May provide direct input concerning the selection of DHOs. Responsible for training all newly appointed DHOs, Alternate DHOs and/or Captains. Examines DHO reports for accuracy and policy compliance, taking into consideration constitutionally mandated rights. Develops policy and procedures required to implement and maintain integrity of DHO Programs. This may include the Community Corrections Centers(CCC) and Community Corrections Management offices. Provides reports of DHO activities, findings, and significant trends. Monitors SENTRY for accurate data input and provides direction for corrections when necessary. Coordinates relief for DHO positions vacant due to sick leave, annual leave, promotion, or other reasons. Prepares responses to BP-l0 (Administrative Remedy Program) pertaining to DHO and Unit Discipline Committee (UDC) hearing appeals and other correctional issues. Participates in staff assistance visits by inspecting security and correctional operations and allied functions at designated institutions, involving inmate discipline and other procedures relating to or affecting the security of the institution. On completion of inspection, confers with appropriate institution officials and Correctional Services Administrator to discuss findings and recommendations for procedural changes and improvement. Prepares a comprehensive report of observations, findings and evaluations, with appropriate recommendations to improve and standardize existing procedures to comply with established policies. Recommendations are also made to assist with utilizing manpower and materials to the best advantage. Responsible for monitoring and developing new programs in coordination with the Central Office, the implementation of these programs will include training of correctional services staff in the regional office on the various programs. Assists in the preparation of manuals, bulletins, and memorandums for region-wide or individual application defining Bureau policy on inmate discipline procedures. Occasionally serves as a consultant to both Federal and non- Federal officials on matters of inmate discipline. Represents the Bureau of Prisons, when designated, at meetings with individuals, groups, and organizations interested in correctional institution management. Investigates and responds to administrative remedies, congressional inquiries, general correspondence raised by inmates, Regional office staff, Congressmen, Senators, and other third parties. Performs independent investigations and prepares reports on areas submitted to incumbent by the Regional Director and the Regional Correctional Services Administrator. The incumbent may serve as the Acting Regional Correctional Services Administrator or Assistant Regional Correctional Services Administrator, as needed. May provide training and technical assistance to Community Corrections Centers (CCC) and to the Community Corrections Offices (CCO). Participates in required training for Community Corrections contractors in conjunction with the Regional CCO. Reviews Community Discipline Committee (CDC) reports for compliance with policy and Wolff v. McDonnell. Orders corrective action when necessary on CDC reports. Provides individual training in inmate discipline for CCCs when requested. Imposes final sanctions on all certified CDC reports and completes all SENTRY transactions. Directly supervises all DHOs assigned to various locations throughout and within the region. He/she may also supervise other administrative or correctional services staff. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are:
Experience in conducting fact finding hearings on acts of misconduct and violations. Experience in reviewing disciplinary records and determining witnesses to be called. Experience in taking testimony and obtaining, reviewing and weighing evidence to determine if the allegations are supported. Experience in reviewing and the analysis of administrative rules, court decisions and quasi-criminal procedures. Experience in demonstrating and using excellent oral and written communication skills. Credit will be given for experience gained in community, cultural, social service, and professional association on the same basis as paid work experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
