Intelligence Operations Specialist

This Intelligence Operations Specialist position is located in the Intelligence & Analysis, Field Intelligence Branch. This position is responsible for analyzing, providing, reviewing, coordinating and advising on Intelligence information. Typical assignments will include but are not limited to:
Serve as a technical point of contact on intelligence procedures, methodology, techniques, and strategies; Provides intelligence support and threat briefings to agency Federal Security Directors, Federal Air Marshall Special Agent in Charge and their staff; serves as the liaison with state, local and tribal law enforcement officials, intelligence fusion centers as well as with Joint Terrorism Task Forces (JTTF). Develops and delivers high level briefings, recommending preventative actions, and using methods in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to senior level government stakeholders; AND Prepare, executes, and oversees complex studies, anticipates and solve problems, collects, organizes, and interrelates large amounts of diversely formatted data drawn from a wide variety of sources. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (SV-H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as:
Experience coordinating information/intelligence between Field Intelligence and HQ Intelligence and Operations, Watch Officers and Analysts throughout the agency and other elements of homeland security communities to ensure intelligence fusion, situational awareness and, management of threat assessments; AND Experience applying intelligence concepts, guides, and methodologies to analyze, review, coordinate, and advise on intelligence information to be shared. OR B. Education:
Completion of a Ph.D. or equivalent doctoral degree from an accredited college or university in a field related to law enforcement, intelligence, operations research, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.OR C. Combining Education and
Experience:
Combinations of successfully completed graduate level education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.GRADUATE EDUCATION:
Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. Experience in intelligence collection, analysis, statistics, evaluation, interpretation, and operations to develop plans to improve intelligence operations; and Experience conducting intelligence research using one or more of the following sources, applications and databases:
NCTC Online, M3, Lexis Nexis, Worldwide Incident Tracking System (WITS), CIA Wire and Open Source Center, Tripwire Analytic Capability, Lotus Notes, TSA Selectee/No-Fly Search, HTML Database, WEBEOC Incident Tracker, and Terrorist Identities Datamart Environment (TIDE). Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months' equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
