Transportation Security Specialist

This Transportation Security Specialist position is located in the Operations Analysis Branch within the Vetting Analysis Division of Intelligence and Analysis (IA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for supporting the watch operations of the Branch. You will perform classified and unclassified duties related to analyzing and improving the operational execution of all missions (ops management, vetting, analysis, and customer service) within the National Transportation Vetting Center (NTVC) and 33 transportation security programs in the aviation, surface, and maritime sectors. Typical assignments include but are not limited to:
Performs classified and unclassified duties related to analyzing and improving the operational execution of all missions (operations management, vetting, analysis and customer service) performed within the National Transportation Vetting Center (NTVC) and 33 transportation security programs in the aviation, surface, and maritime sectors. Integrates data from multiple sources to develop trend assessments of vulnerabilities within the 33 programs. Researches and collections data from databases and employees regarding operational situations. Reviews results, conducts complex analyses and devices process, procedural or technical improvements to increase efficiency and decrease risk to transportation security. Performs program quality assurance reviews of program processes. Develops changes in programs, organizational processes and SOPs to meet and accommodate new and changing program requirements and technologies, such as for updating the terrorism watch list database. Develops short-term program guidance when necessary. Interfaces with technical support personnel to ensure that the automated system is working properly and effectively. As new requirements and programs are implemented, ensures that systems are set up and/or modified to meet the requirements and implement the programs. In situations requiring Branch, Division, Office, or Administrator approval, develops reports and briefings which obtain consensus/approval for implementation of new policies, techniques, tactics, or procedures to improve operational handling or decrease transportation security vulnerabilities. Prepares operational guidance and direction which documents best practices or implements process improvements in the NTVC regarding the 33 transportation security programs. Supports the consolidation of the guidance covering the 33 programs into overall NTVC guidance. Shares in project management responsibilities with more senior leaders for those activities which require either short or long term projects which may involve multiple sites, offices, or divisions. Projects supported involve training in response to new requirements, new technologies, initiatives to develop new capabilities, integrating the functions of the four legacy groups into the NTVC, etc. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes Comprehensive knowledge of operations management and vetting, analysis contained within the National Transportation Vetting Center (NTVC). Utilizing the specific laws, policies, and program guidance for Secure Flight and each of the 33 transportation credentialing programs; Experience developing and proposing alternative operational and technical solutions to deal with changes in legislation, policy, guidance, or industry procedures AND Experience presenting briefings and evaluations for internal and external partners to obtain consensus/approval of operational responses. National Service Experience (i.e., volunteer experience):

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.NOTE:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
