Program Analyst

This Program Analyst position is located in the Mission Readiness Branch (MRB), Resource Management (RMO), Operations Support , Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the Program Office Continuity of Operations Program (COOP) and Emergency Preparedness technical expert ensuring mission continuance in times of crises and emergencies. Coordinating and implementing operating concepts, policies, procedures and contractual performance requirements necessary to provide competitively procured services/products to meet the needs of the MRB and consistent with TSA policy. Researching, interpreting and analyzing and applying policies, procedures, regulations and guidelines. Extracting data from a wide variety of source materials, to include reports, automated systems, regulatory guidelines, strength reports and personnel records. Leading the RMO team in identifying, distributing, and balancing the workload to accomplish the required tasks in accordance with established priorities and time-lines, ensuring each employee has an integral role in developing the final team products. Serve as the lead expert in reviewing and interpreting new and established directives, regulations, interagency terms and conditions or other guidance, and advises regional management on methods and solutions for addressing any impact on the programs. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Advanced knowledge of Continuity of Operations (COOP) and Emergency Preparedness practices, policies and procedures to serve as the TSA representative on the OHS Intelligence and Enterprise Continuity Working Group AND Demonstrated team lead and/or high level program management experience Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
