Safety and Occupational Health Manager (Regional Environmental & Safety Compliance Administrator)

The incumbent is a Regional Environmental and Safety Compliance Administrator (RESCA) for a region and is responsible for planning, organizing, and coordinating occupational safety and environmental health, life safety, fire protection and control, and environmental awareness programs for the region. In conjunction with the National Environmental & Safety Compliance Branch, the RESCA provides staff assistance to all institutions within the region by assisting with Central Office occupational safety and environmental health practices and procedures. Incumbent serves as technical advisor to the Regional Director, Deputy Regional Director, other regional administrators, institution Wardens and their staff, and environmental & safety compliance administrators in the areas of safety, fire protection, environmental health and other safety related matters. To be considered for the position, you must meet the following qualification requirements:
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, experience must be in or related to safety and occupational health that provided the particular qualifications to perform successfully the duties of the position. Some examples of the qualifying specialized experience are:
Experience that demonstrates expert knowledge of the theories, principles, practices, and techniques of loss control, fire and safety, pest control technology, asbestos abatement/maintenance, hazardous materials management, environmental health and sanitation, and environmental regulations. Experience in analyzing information, developing goals and objectives, preparing safety policies, procedures and guidelines, organizing and executing program budget, developing safety training curriculum and reviewing proposed equipment procurement requests to insure the inclusion of necessary safety features. Experience in applying laws, regulations, codes, principles, theories, practices, and procedures to evaluate, advise on, or resolve technical matters dealing with occupational safety and environmental health requirements. Experience in inspecting or surveying workplaces, processes, products, or other systems for compliance with established occupational safety and environmental health policies or standards and to identify potential new hazards. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
